 As a member of the Board of Directors of the Castro Valley Sanitary District for the past five years, I have been committed to serving the public interests of Castro Valley through safe, efficient, and cost effective wastewater and solid waste management.  I am a 24-year resident of Castro Valley, and married with two children who attended Castro Valley schools.  I am a professional geologist specializing in environmental and hydrogeology issues for the past 30 years.  I am a Boardmember of the Alameda County Waste Management Authority, and Vice President of the American Institute of Professional Geologist’s California Section.  During my service to you, the Castro Valley Sanitary District has been recognized as an efficient and innovative agency, and has been the recipient of numerous awards.  With your vote, I will continue to help guide CVSan’s commitment to excellence.  Above all, I will always remember that I work for you, and will continue to strive to make sure that the Castro Valley Sanitary District provides you with the best possible service at the lowest possible rates.  I respectfully ask for your vote.

Every-Other-Week, or Less Than Weekly Garbage Service

Summary

CV San is conducting a pilot study to assess the viablity of less than weekly garbage collection.  I am waiting to see the results from this pilot study before making a decision.

 

 

 

 

CV San is nearing the end of a pilot study to explore “less than weekly” or “every other week” garbage service.  The study is being paid from grant funds awarded to CV San, thus at no cost to CV San customers.

 

 

 

This pilot study is limited to a couple garbage routes and is designed to provide data needed to properly assess if every other week garbage collection actually works, the costs for such a service, and if this service has a viable future in Castro Valley.  The information being gathered includes customer response to the service, monitoring how customers uses the garbage, recycling, and organics (green) carts, etc.  When the study period is complete, these routes will be returned to their pre-study level of service.

 

 

 

Recent editorial statements incorrectly claim I have already decided to implement less than weekly garbage service.  At this time, any decision or statement for or against this service is being made without adequate information, short-circuits the public process, and jeopardizes CV San’s awards for transparency in how we conduct business for Castro Valley.  I am waiting to see the results of the pilot study and encourage everyone to take a calm and objective look at this potential service before making any decision.

 

 

 

 

Property at Center Street and Castro Valley Boulevard (former Caltrans Yard)

Summary

Current status of the former Caltrans property that was purchased to provide needed office and yard space for CV San and preliminary conceptual design.

 

CV San purchased the property located at the northwest corner of Center Street and CV Boulevard several years ago during the recent economic downturn when property values were low.  This is the former Calif. Dept. of Transportation property.  The property is now worth approximately $3 million, about twice what the District paid.

 

 

 

The property was purchased to provide office and yard space for District operations and eliminate current rental of office space.  The District will be examining various options for developing the property.  A recent and unrealistic conceptual development report for the property carried a $16 million price tag.  I do not support this type of development, but such information is important in developing realistic options for developing the property.  Please know that the decision on how to develop the property has not been made.  The development process will be a transparent process.

I have been a board member of the Castro Valley Sanitary District since I was first elected in 2004. If re-elected my number one priority will be to continue weekly trash collection as I believe that “Less Than Weekly Garbage Service” is counter to our mission to protect public health and keep Castro Valley clean.

 

I am proud that CVSan has maintained the second lowest sewer rates in Alameda County during my entire 12 years on the board. I am also extremely proud that Castro Valley sends 16,000 tons less waste to the landfill compared to when I was first elected. We continue to be a leader in educating our community on the 4Rs (Reduce – Reuse – Recycle – Rot).

 

In my day job, I am a senior civil engineer at the East Bay Municipal Utility District where I oversee a staff of four engineers and I am responsible for planning improvements to water treatment plants, water storage tanks, pumping plants and pipelines. I bring the lessons I gain at work to guide the sanitary district’s capital improvement program and to ensure proper maintenance of our facilities.

 

I consider myself to be a local boy. I spent my formative years growing up in the city of Hayward while my parents pursued their education at California State East Bay. I attended public schools including Southgate Elementary, Calaroga Junior High, Mount Eden High School and finally Washington High School in Fremont. I went on to U.C. Davis where I graduated with highest honors in civil engineering.

 

After college I returned to the East Bay and eventually settled down in Castro Valley where I currently live with my wife and two daughters.

 

With the public’s support, I will continue to provide quality service, reasonable rates and proper long-term management of our resources.
