  • It's time to act. Improve leadership. Empower students, parents and teachers. I plan to take a very active role in refocusing administration on supporting teachers and staff development.
  • Improving our schools academic performance. Emery has some of the worst test scores at the middle school level. I believe parents leave the district at this critical time because of this.
  • School messaging and outreach is out of date on inclusion and equity. Schools must be the model of positive engagement on ideas and issues of race, gender, LGBTQ, religion and religious attire.

School Spending

A recent law made major changes in the way that the state allocates funding to schools.  What will you do to ensure that the public understands your local control formula for school spending and your plan to measure outcomes?

Answer from Cruz J. Vargas:

On understanding our local formula, it would be through transparency and accesibility likely in the form of a public forum.

 

On measuring outcome, I believe the best way is to implement effective reporting so that while the superintendent has sufficient independence, the board can focus on general oversight on costs.

If you are elected, what would you like to achieve during your term in office?

Answer from Cruz J. Vargas:

I'd like to significantly improve test scores and grades of our childern - as I believe that Emeryville deserves a school that matches our community. 

I'd like to signicantly increase family participation in our schools.

I'd like to improve our curriculum in 3 ways

  • Ensure we have a K-12 integrated curriculum.
  • Bring in programs around STEM to 
  • Evaluate challenging programs such as International Baccalaureate to enrich our offerings.

What would you do to address challenges such as the following?

  • funding and registration; teacher retention and compensation
  • safety; bullying and sexual harassment
  • college and vocational readiness; creating pathways for those who are not college bound
Answer from Cruz J. Vargas:

Funding and registration

  • On registration, our focus and goal must be to reduce dependency on inter-district transfers.
  • On funding, we must re-engage with local businesses so they provide support. 

teacher retention and compensation

  • The best way to retain teachers is to remove distractions such as facilities issues and lack of resources. We must help teachers focus on teaching.
  • Competitive salaries are key to retianing teachers. If we are below market, we must ensure we go through the financial prioritization process. 

safety; bullying and sexual harassment

  • For personal reasons, i am very passionate about reducing bullyng. 
  • Our awsome police force should be integrated into the school - not to generate fear - but for quite the opposite reason. Our children cannot grow up affraid of our police force, rather feel safe around our police officers. 

college and vocational readiness; pathways to non-college bound students.

NOTE: I don't have a statement in the official voter pamphlet . I did not pay the required $894 to have a statement. That is a big out of pocket personal expense for a candidate to pay for a seat which only pays $100 per month. It is something the public should cover. Unfortunately, voters could mistakenly think I just didn't bother.....

I am a dedicated public servant. Lived and worked in Emeryville for 35 years. I was a co-founder of the Emeryville Child Development Center, a unique accomplishment serving pre-school children. I was the founder of the former Emeryville Chamber  of Commerce. I was elected to serve on the Emeryville City Council for 6 consecutive terms, incuding 6 one-year terms as Mayor. During my tenure we redeveloped 65% of Emeryville. We also created a unique partnership with the school district. The City bailed the school district out of bankruptcy. I was co-founder of the city-school committee and thereby creating a regular opportunity for both boards to meet.  Together the city and school district conceived the new ECCL Project, now coming on-line. I've been thnking of ways ECCL can benefit the entire community for a long time. For the last three years I have volunteered my time to publicly post all of the videos of the school board meetings, vastly improving public access to the school board meetings.

I believe in total transparency with public information. I video record meetings and make them available to the public. My work benefits hudreds of people every day. My philiosphy is being useful to others. if you need help I wll be there for you. I have a positive attitude, and outspoken with the truth.

One of my accomplishents on the city council was merging the Emeryville City Fire Department with Alameda County Fire Department. I'm pround to say the city now saves about $1.5 million for fire services, annually. We have more available equipment, and more manpower. Italso allows firefighters to expand their training. We now have access to a boat and helicopter.It was not cost effective for the city to maintain its own department.

I would like tp explore the possibility of merging the Emery Unified School District with another school district.?  We might discover more resources could be available for the kids. There probably are good reasons why school district boundaries often extend beyond jurisdictional lines. The research will show us how we compare. We should look at the big picture.This idea would require community approval.

There seems to is a real disconnect between the board and the community. The Board seems insensitive. It's as if they don't want to share the issues with you. I seek to bring a new level of openesss. I want to create a quarterly community meeting. A live broadcst from ECCL. with a discussion of school issues. Parents wold have the ability to call in with questions and comments.I just feel there is not enough real communication of the issues. My work with videos sakes it possible for many people to make more informed decisions.

I seek to bring the community together with ECCL. We have a real opptunity to improve the connection with the business community, and dramatically inmprove fund raising. .

I am a dedicated public servant, always working to make the community more aware of the issues, seeking to make things better for everyone. With your help, together, we can give the kids in Emeryville the same programs and services available in other nearby cities. We can create a parent advisory committee and otain the necessary resources to give our kds what they deserve. I did enroll my nephew in Emery High a few years ago when I had temporary custody, and assumed the role of a parent for one year. I have institutional knowledge of the city. More than anything my goal is to serve your needs the community, to make sure your voice is heard. I seek to provide the maximum level of programs and services for the kids..
